Responsibilities

  • Plan, implement, and monitor agrarian reform programs and projects in assigned areas within the Ilocos Region.
  • Coordinate with local government units, farmer cooperatives, and other agencies to facilitate land acquisition and distribution (LAD) activities.
  • Provide technical assistance and capacity‑building support to agrarian reform beneficiaries (ARBs) on farm management, credit access, and marketing.
  • Prepare and review program reports, case studies, and policy recommendations for senior management.
  • Conduct field validation and assessment of land reform claims, parcels, and beneficiary profiles.
  • Facilitate community consultations, dialogues, and information campaigns to ensure stakeholder engagement.
  • Assist in the resolution of land‑related conflicts and issues through mediation and legal support.
  • Evaluate program outcomes and prepare data‑driven insights to improve service delivery and resource allocation.

Qualifications

  • Bachelor’s degree in Agricultural Science, Public Administration, Social Sciences, Law, or a related field.
  • Career Service (Professional) or appropriate civil service eligibility; new graduates may apply as under‑qualification appointees.
  • At least one year of relevant experience in program implementation, rural development, or agrarian reform is preferred.
  • Strong understanding of the Comprehensive Agrarian Reform Program (CARP) and related Philippine laws.
  • Excellent written and verbal communication skills in English and Filipino; Ilocano proficiency is an advantage.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and basic data analysis tools.
  • Ability to work independently and as part of a multidisciplinary team, with strong interpersonal and negotiation skills.
  • Willingness to travel extensively within the Ilocos Region and conduct fieldwork in rural communities.
