Responsibilities
- Lead the formulation, coordination, and evaluation of regional development plans and programs.
- Monitor and assess project implementation, ensuring alignment with national and regional development goals.
- Prepare comprehensive reports, policy briefs, and recommendations for senior management and stakeholders.
- Facilitate inter‑agency collaboration and public consultations to gather inputs and build consensus.
- Supervise and mentor junior development management officers and technical staff.
- Manage budget allocations, resource utilization, and procurement processes for development projects.
- Conduct field visits and data analysis to identify gaps, risks, and opportunities for improvement.
- Represent the agency in meetings, workshops, and conferences related to regional development.
Qualifications
- Bachelor’s degree in Economics, Public Administration, Development Studies, or a related field.
- At least 3–5 years of relevant experience in development planning, project management, or policy analysis.
- Career Service Professional (Second Level) eligibility or equivalent civil service qualification.
- Strong analytical and problem‑solving skills with proficiency in statistical tools and data interpretation.
- Excellent written and verbal communication skills in English and Filipino.
- Demonstrated leadership and team management abilities.
- Willingness to travel within the Ilocos Region for field work and stakeholder engagements.
- Knowledge of government budgeting, procurement laws, and regulatory frameworks is an advantage.
