Job Description
We are seeking a highly qualified and dedicated professional to serve as Municipal Government Assistant Department Head I (Assistant Municipal Treasurer) for Ilocos Region. This vital role supports the Municipal Treasurer in overseeing all treasury operations, financial management, and revenue collection activities within the municipality.
The Assistant Municipal Treasurer plays a critical role in ensuring the proper administration of municipal funds, maintaining financial transparency, and supporting the achievement of the municipality's developmental goals. This position requires exceptional attention to detail, strong ethical standards, and a commitment to public service.
As a key member of the municipal administration team, you will contribute to effective fiscal management, ensuring compliance with government regulations, and providing valuable support in the formulation and implementation of financial policies and procedures.
Responsibilities
- Assist in managing and overseeing all municipal treasury operations and financial activities
- Supervise the collection, recording, and deposit of municipal revenues, taxes, and fees
- Maintain accurate and comprehensive financial records, ledgers, and reports
- Coordinate with various municipal departments regarding budget allocations and expenditures
- Ensure strict compliance with government accounting standards, COA regulations, and fiscal policies
- Process disbursements, maintain optimal cash flow, and manage municipal accounts
- Prepare financial statements, monthly reports, and annual accountability reports
- Assist in treasury audits, inventory checks, and institutional inspections
Qualifications
- Bachelor's degree in Finance, Accounting, Public Administration, or related discipline from a reputable institution
- Civil Service Eligibility (CS Professional/Second Level) or equivalent qualification
- Minimum of 2-3 years experience in government accounting, treasury, or financial management
- In-depth knowledge of government fiscal laws, RA 7160 (Local Government Code), and COA rules and regulations
- Proficiency in government accounting software and electronic spreadsheet applications
- Strong analytical thinking, organizational skills, and attention to detail
- High integrity, professionalism, and accountability in handling public funds and sensitive information
- Ability to work under pressure, meet deadlines, and collaborate effectively with cross-functional teams
