Job Description

The Agency for Science, Technology and Research (A*STAR) is seeking a dynamic and analytical Assistant Director, Strategy and Planning to lead critical RIE (Research, Innovation and Enterprise) data system initiatives. In this pivotal role, you will act as a bridge between high-level policy objectives and ground-level execution, ensuring that our data governance frameworks are robust, scalable, and aligned with national research priorities.

You will be responsible for conceptualizing strategies that optimize how we collect, analyze, and leverage data to drive evidence-based decision-making. The ideal candidate is a strategic thinker with a keen interest in policy formulation, institutional governance, and digital transformation. You will collaborate with cross-functional stakeholders to foster a data-driven culture that accelerates Singapore's mission as a global leader in science and technology.

Responsibilities

  • Lead the conceptualization and implementation of long-term strategies for RIE data systems and infrastructure.
  • Develop and enforce robust data governance policies to ensure data integrity, security, and compliance across A*STAR.
  • Translate complex institutional data into actionable insights for senior management and policy makers.
  • Collaborate with stakeholders to identify gaps in data management and propose innovative technical solutions.
  • Monitor and evaluate the performance of strategic initiatives, reporting on KPIs to track progress against national research goals.
  • Facilitate inter-agency partnerships to streamline data integration and information sharing.
  • Drive organizational change management to promote data literacy and digital transformation initiatives.

Qualifications

  • Bachelor’s or Master’s degree in Business, Public Policy, Economics, Engineering, or a related discipline.
  • Minimum 8-10 years of experience in strategic planning, business development, or data governance.
  • Strong analytical prowess with experience in handling large-scale datasets and management reporting.
  • Proven track record of managing complex projects and engaging with diverse stakeholders in a corporate or public sector environment.
  • Excellent communication skills with the ability to articulate complex concepts clearly to senior leadership.
  • Familiarity with Singapore’s RIE landscape and national research priorities is highly advantageous.
  • Strong leadership skills and the ability to navigate ambiguous environments to deliver results.
