We are seeking an experienced, strategic, and highly motivated Senior Manager / Manager for HPC Resource Management to join the Strategic Planning and Execution (SPE) division.
In this critical leadership role, you will be the architect of Singapore's national HPC resource strategy. You will lead the development of comprehensive resource allocation models, governance policies, and performance monitoring frameworks. By collaborating closely with a high-performing team of engineers and researchers, you will ensure our supercomputing assets are optimally utilised and strategically aligned with national research priorities.

Responsibilities
- Develop and execute the long-term strategic roadmap for NSCC's HPC resource portfolio, ensuring alignment with national research and development goals.
- Establish and enforce robust governance frameworks, policies, and standard operating procedures for the fair and efficient allocation of supercomputing resources.
- Lead the continuous monitoring and analysis of resource utilisation, performance trends, and capacity forecasts to optimise workload distribution and asset lifecycle management.
- Oversee the financial planning, budgeting, and cost management of HPC resources, driving value realisation and operational efficiency.
- Act as the primary strategic point of contact for major stakeholders, engaging with academic, industry, and government users to deeply understand and anticipate evolving computational needs.
- Champion process improvement initiatives to enhance user experience, resource scheduling, and operational workflows, leveraging industry best practices in HPC resource management.
- Mentor and develop a team of resource analysts and administrators, fostering a culture of high performance, collaboration, and continuous improvement.
- Stay abreast of emerging HPC technologies and global trends, providing strategic recommendations for infrastructure investments and innovations.
Qualifications
- Advanced degree (Master's or PhD) in Computer Science, Engineering, Physics, Computational Science, or a closely related quantitative discipline.
- Minimum 8 years of progressive experience in high-performance computing, cloud infrastructure, or large-scale systems engineering and management.
- Proven leadership experience (at least 3 years) in managing technical teams or complex, multi-stakeholder projects with significant strategic impact.
- Deep technical understanding of HPC architectures, resource management systems (e.g., Slurm, PBS Pro, Altair Grid Engine), and large-scale Linux environments.
- Exceptional strategic thinking, analytical, and problem-solving skills, with a demonstrated ability to make data-driven decisions regarding resource allocation and capacity planning.
- Outstanding communication, presentation, and stakeholder management skills, capable of effectively bridging technical and business domains.
- Demonstrated experience in strategic planning, financial management, and performance governance for large-scale IT or scientific computing infrastructure.
- Familiarity with Singapore's research and innovation ecosystem (R&D landscape) and national strategic initiatives is a distinct advantage.
