Sentosa Development Corporation (SDC) is the visionary master planner and developer behind Singapore's beloved island resort. As we embark on the ambitious Greater Sentosa Master Plan, we are seeking an experienced and strategic leader to fill the role of Assistant Director (C&S), Major Infrastructure.
In this senior capacity, you will take full ownership of the planning, management, and execution of all Civil and Structural engineering facets of our major infrastructure projects. This includes overseeing the design and construction of road networks, utility corridors, drainage systems, earthworks, and structural frameworks that are foundational to the island's transformation.
Your primary mandate is to ensure that these critical works are delivered on time, within budget, and to the highest standards of quality, safety, and sustainability. You will provide strong technical leadership, mentoring a team of engineers and coordinators, while managing external consultants, contractors, and regulatory stakeholders such as LTA, PUB, and URA.
Key to success in this role is a deep understanding of complex multi-disciplinary infrastructure projects within a live resort environment, coupled with exceptional project management acumen and stakeholder engagement skills. Responsibilities
- Lead the strategic planning, design development, and implementation of C&S works for major infrastructure projects under the Greater Sentosa Master Plan.
- Manage and coordinate a multi-disciplinary team of internal engineers, external consultants, and contractors to ensure seamless project delivery.
- Oversee project budgets, schedules, procurement strategies, and risk management frameworks for assigned infrastructure portfolios.
- Serve as the technical authority on C&S matters, reviewing designs, calculations, and specifications to ensure compliance with local codes (BCA, LTA, PUB) and industry best practices.
- Drive value engineering, innovation, and sustainability initiatives to optimize project outcomes and minimize environmental impact.
- Liaise and negotiate with government agencies, statutory boards, and other stakeholders to secure necessary approvals and permits.
- Establish and enforce strict quality assurance, health, safety, and environmental protocols across all project sites.
- Mentor and develop engineering talent within the team, fostering a culture of excellence and continuous improvement.
Qualifications
- Bachelor's degree in Civil or Structural Engineering from a recognized university. A Master's degree is highly advantageous.
- Registered Professional Engineer (PE) with the Professional Engineers Board (PEB) Singapore is mandatory.
- Minimum of 15 years of post-graduate experience in C&S engineering, with at least 8 years in a senior management or directorial role overseeing large-scale infrastructure projects (value over $100 million).
- Proven track record in managing complex, multi-stakeholder projects from conceptualization through to completion and handover.
- Deep technical knowledge of Singapore's building and infrastructure codes, standards, and regulatory submission processes (e.g., LTA, PUB, BCA, NParks).
- Strong leadership, strategic thinking, and decision-making abilities with a collaborative management style.
- Excellent written and verbal communication skills, with experience presenting to senior management and external boards.
- Experience working on resort, coastal, or environmentally sensitive projects is a distinct advantage.
