The Agency for Science, Technology and Research (A*STAR) is looking for a dynamic and visionary Manager or Senior Manager to join our Human Health and Potential (HHP) Joint Planning and Coordination Team. This is a high-impact role where you will be at the forefront of driving strategic initiatives that shape the future of healthcare and biomedical research in Singapore.
As part of the HHP Data System team, you will bridge the gap between complex research data and actionable strategic planning. You will work closely with diverse stakeholdersāincluding research institutes, clinical partners, and government agenciesāto ensure that our data infrastructure supports national R&D priorities. Your work will directly contribute to Singaporeās Research, Innovation, and Enterprise (RIE) goals, fostering a robust ecosystem for innovation and health improvement.

Responsibilities
- Lead the planning and coordination of HHP strategic initiatives, ensuring alignment with national research goals.
- Manage the HHP Data System project lifecycle, from requirement gathering to implementation and stakeholder adoption.
- Facilitate cross-institutional collaborations between A*STAR research entities and external partners in the biomedical sector.
- Develop and implement data governance frameworks to ensure secure and efficient research data sharing.
- Monitor program progress and prepare high-level reports for senior management and steering committees.
- Identify emerging trends in biomedical data management to provide strategic recommendations for ecosystem growth.
- Organize and lead stakeholder engagement sessions to harmonize data standards across various R&D platforms.
Qualifications
- Bachelorās or Masterās degree in Life Sciences, Data Science, Public Policy, or a related field.
- Minimum of 5-8 years of experience in strategic planning, R&D administration, or complex project management.
- Strong understanding of Singaporeās biomedical and Human Health and Potential (HHP) research landscape.
- Proven track record in managing large-scale data systems or research infrastructure projects.
- Exceptional stakeholder management skills with the ability to influence cross-functional teams.
- Analytical mindset with experience in translating complex technical data into strategic insights.
- Excellent written and verbal communication skills for high-level policy documentation.
