The Agency for Science, Technology and Research (A*STAR) invites an experienced Project Manager to join its Project Management Office supporting the Advanced Remanufacturing and Technology Centre (ARTC). In this pivotal role, you will lead multiple R&D initiatives, ensuring they are delivered on time, within budget, and to the highest quality standards. You will act as the linchpin between cross‑functional teams, stakeholders, and senior leadership, driving innovation and translating cutting‑edge research into tangible outcomes. Your PMP certification and proven track record in managing complex scientific projects will enable you to mitigate risks, optimize resource allocation, and foster a culture of continuous improvement. This position offers a unique opportunity to shape Singapore’s technological landscape while collaborating with world‑class researchers, engineers, and industry partners.

Key aspects of the role include developing detailed project plans, monitoring progress through robust metrics, facilitating effective communication channels, and ensuring compliance with organisational policies and international standards. You will also mentor junior project staff, champion best practices in project governance, and contribute to strategic initiatives that enhance ARTC’s competitive edge. If you are passionate about steering innovative projects from concept to commercialisation and thrive in a dynamic, research‑intensive environment, we encourage you to apply.

Responsibilities

  • Lead end‑to‑end planning, execution, and closure of multiple R&D projects within ARTC.
  • Develop and maintain comprehensive project schedules, budgets, and resource plans.
  • Monitor project performance using KPIs, variance analysis, and risk management techniques.
  • Facilitate regular stakeholder meetings, status reporting, and issue resolution.
  • Ensure adherence to A*STAR policies, ISO standards, and applicable regulatory requirements.
  • Mentor and coach project team members, promoting best practices in project management.
  • Drive continuous improvement initiatives to enhance project delivery efficiency.
  • Collaborate with research leads, industry partners, and external vendors to align project goals.

Qualifications

  • Bachelor’s degree in Engineering, Science, Business, or a related field; advanced degree preferred.
  • PMP certification or equivalent professional project management credential.
  • Minimum 5 years of experience managing complex R&D or technology projects.
  • Proven track record of delivering projects on schedule, within budget, and to scope.
  • Strong knowledge of project management methodologies (e.g., PMBOK, Agile, PRINCE2).
  • Excellent communication, leadership, and interpersonal skills.
  • Ability to analyse data, identify risks, and implement effective mitigation strategies.
  • Familiarity with Singapore’s research ecosystem and government funding frameworks is advantageous.
