Responsibilities

  • Lead strategic planning and policy development for national biomedical research initiatives, ensuring alignment with Singapore's broader R&D, economic, and healthcare goals.
  • Conduct comprehensive landscape analyses and environmental scans to identify emerging scientific trends, technological disruptions, and strategic opportunities in the biosciences.
  • Drive cross-agency collaborations and public-private partnerships to enhance the coherence, impact, and translation of Singapore's R&D ecosystem.
  • Formulate, review, and refine national research strategies, frameworks, and roadmaps in consultation with diverse stakeholders across academia, industry, and government.
  • Manage stakeholder engagements with leading research institutions, hospitals, industry partners, and international collaborators to build consensus and foster strategic synergy.
  • Oversee programme budgeting, resource allocation, and performance tracking for key BMRC initiatives, ensuring prudent fiscal management and measurable outcomes.
  • Spearhead the development of high-quality white papers, policy briefs, and strategic recommendations for senior management and government leadership.

Qualifications

  • Ph.D. or Master's degree in Life Sciences, Biomedical Sciences, Public Policy, Public Health, or a closely related discipline.
  • Minimum of 8 years of relevant professional experience in R&D management, science policy, strategic planning, management consultancy, or a related field within the science & technology sector.
  • Strong analytical, quantitative, and writing skills, with the proven ability to distill complex scientific and technical information into clear, actionable policy insights for non-specialist audiences.
  • Demonstrated track record of successfully managing complex, multi-stakeholder projects and delivering high-impact results in a matrixed, fast-paced environment.
  • Deep understanding of the global and local biomedical research landscape, including funding mechanisms, innovation systems, and technology transfer processes.
  • Excellent communication, presentation, and interpersonal skills, with the ability to influence, negotiate, and build consensus at all levels.
  • Experience working within a government agency, research funding council, or a large research and development organisation is highly valued.
