Job Description

The Agency for Science, Technology and Research (A*STAR) is seeking a dynamic and highly organized (Senior) Project Engineer or Project Manager to join our Project Management Office (PMO) at the Advanced Remanufacturing and Technology Centre (ARTC). This is a high-visibility role where you will play a pivotal part in bridging the gap between cutting-edge research and industrial application.

As part of our ARTC team, you will lead complex, cross-functional R&D projects that drive innovation in the manufacturing sector. You will be responsible for orchestrating efforts between elite researchers, industrial partners, and internal stakeholders to deliver transformative technology solutions. Responsibilities

  • Manage the full end-to-end lifecycle of multi-disciplinary R&D projects from initiation through to successful delivery and closure.
  • Develop detailed project plans, including schedules, resource allocation, budget tracking, and risk management strategies.
  • Serve as the primary point of contact for industry partners and internal research teams, ensuring alignment on project goals and deliverables.
  • Monitor project progress and prepare comprehensive reports for the PMO and senior leadership to ensure visibility on milestones and KPIs.
  • Identify potential project bottlenecks or risks and implement proactive mitigation plans to keep projects on track.
  • Ensure all project activities comply with organizational standards, safety protocols, and quality assurance guidelines.
  • Facilitate regular project steering committee meetings and technical reviews with key stakeholders.

Qualifications

  • Bachelor’s or Master’s degree in Engineering (Mechanical, Electrical, Industrial) or a related technical field.
  • Minimum of 3-7 years of experience in project management, specifically within an R&D, manufacturing, or high-tech environment.
  • Professional certification in Project Management (e.g., PMP, PRINCE2, or CITPM) is highly preferred.
  • Demonstrated experience in managing complex stakeholder relationships and cross-functional technical teams.
  • Strong financial acumen with experience in budget planning and resource optimization.
  • Excellent communication and presentation skills, with the ability to convey technical concepts to non-technical audiences.
  • Proficiency in project management software tools such as MS Project, Jira, or Confluence.
