AFRY is seeking a proactive Site HSE Officer / HSE Engineer for a strategic solar farm project in Iloilo, Western Visayas. This contract position offers a unique opportunity to lead health, safety, and environmental initiatives across the project lifecycle, from site mobilization to commissioning. The successful candidate will combine strong technical knowledge with field presence to promote a culture of excellence in safety and compliance.
Key responsibilities include developing and implementing HSE plans, conducting risk assessments, leading incident investigations, and ensuring compliance with Philippine safety regulations and international standards. You will collaborate with construction teams, subcontractors, and site management to identify hazards, control risks, and maintain safe operating procedures for all on-site activities. The role also involves overseeing permit-to-work processes, conducting toolbox talks, and delivering HSE training to personnel.

The position requires occasional travel to project sites and a willingness to engage directly with field operations to sustain safe and sustainable project execution.
Responsibilities
- Lead the development, implementation, and continuous improvement of site specific HSE plans for the solar farm project.
- Conduct risk assessments, job safety analyses, and hazard identifications; define controls and monitor effectiveness.
- Manage incident reporting, investigations, root cause analysis, and corrective actions with timely close-out.
- Enforce compliance with Philippine safety regulations DOLE and environmental requirements; align with ISO 45001 where applicable.
- Lead toolbox talks, safety inductions, and on-site training for personnel and contractors.
- Oversee permit-to-work systems, isolation procedures, and safe management of hazardous activities.
- Perform regular site inspections and safety audits; prepare clear reports with recommendations to management.
- Coordinate emergency preparedness, response planning, first aid arrangements, and safety signage and PPE compliance.
Qualifications
- Bachelor's degree in Engineering, Occupational Health and Safety, Environment, or a related field.
- Relevant experience (3-7 years) as an HSE professional in construction or solar energy projects.
- Certifications such as NEBOSH, OSHA, IOSH, or equivalent.
- Strong knowledge of Philippine safety regulations (DOLE) and ISO 45001; environmental and waste management compliance.
- Proven incident investigation and root cause analysis skills with a track record of preventive actions.
- Excellent communication, leadership, and training abilities; fluent in English and Filipino.
- Proficient in MS Office and safety documentation; willingness to travel to project sites.
- Ability to work in a fast-paced, multidisciplinary project environment and manage multiple stakeholders.
