Our client, a premier force in the construction and engineering industry, is seeking an accomplished General Manager (Construction Operations) to lead and expand their operational footprint in the West Region, specifically Jurong East. This strategic leadership role demands a seasoned professional with a robust track record in managing complex construction operations, driving business growth, and building high-performance teams.
As the General Manager, you will be entrusted with full operational and commercial ownership of the division's portfolio. Your mandate includes setting the strategic direction, enhancing operational workflows, ensuring robust project governance, and aligning resources to maximize efficiency and profitability. You will work closely with the executive board to translate corporate objectives into executable operational plans, managing key performance indicators and driving continuous improvement initiatives across safety, quality, and cost control.
The ideal candidate possesses a deep understanding of the Singapore construction regulatory environment, strong financial management skills, and proven ability to nurture key client and stakeholder relationships. You will oversee the full project lifecycle from tendering and pre-construction to handover and maintenance, ensuring every project meets the highest standards of excellence.

Responsibilities
- Provide strategic leadership and direction for all construction operations, aligning divisional goals with the company's overall vision.
- Manage full P&L accountability, including budgeting, forecasting, cost control, and profitability analysis for all projects.
- Oversee the entire project lifecycle, ensuring timely delivery, quality standards, and strict adherence to safety regulations.
- Build, mentor, and lead a high-performing team of project directors, managers, engineers, and support staff.
- Develop and implement operational policies, standard operating procedures, and best practices to enhance efficiency and productivity.
- Forge and maintain strong relationships with key clients, consultants, subcontractors, and regulatory authorities.
- Drive business development initiatives, identifying new market opportunities and contributing to tender submissions.
- Champion a culture of safety, environmental responsibility, and corporate governance across all sites.
Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or a related discipline. A Master's degree in Business Administration (MBA) is highly preferred.
- Minimum 15 years of progressive experience in the construction industry, with at least 5 years in a senior operational leadership role (GM, Director, or equivalent).
- Proven track record of successfully managing large-scale, complex construction projects (residential, commercial, or infrastructure) in Singapore.
- Strong commercial acumen with demonstrated experience in P&L management, contract negotiation, and risk management.
- Excellent leadership, communication, and interpersonal skills, with the ability to influence and inspire diverse teams.
- In-depth knowledge of Singapore's building codes, safety regulations (WSH Act), and quality standards (CONQUAS).
- Proficiency in construction project management software and enterprise resource planning (ERP) systems.
- Registered with the Building and Construction Authority (BCA) or relevant professional engineering body is an advantage.
