James Cook University is seeking a resultsâdriven Project Manager â Estate Management to oversee the planning, execution, and delivery of construction and facilities projects across our Singapore campus. In this pivotal role, you will lead multidisciplinary teams, manage stakeholder expectations, and ensure projects are completed safely, on time, and within budget.
You will be responsible for coordinating all phases of project lifecyclesâfrom concept and design through construction, commissioning, and handoverâwhile maintaining compliance with university standards, local regulations, and bestâpractice sustainability goals. Working closely with senior leadership, external contractors, and internal departments, you will drive strategic initiatives that enhance our campus infrastructure and support the universityâs academic mission.

Responsibilities
- Plan, execute, and close construction and estate improvement projects in line with scope, schedule, and budget.
- Coordinate crossâfunctional teams, including architects, engineers, contractors, and internal stakeholders.
- Develop and monitor project plans, risk registers, and status reports to ensure transparent communication.
- Manage procurement, contracts, and contractor performance to achieve quality and safety standards.
- Ensure compliance with Singapore building codes, health & safety regulations, and university policies.
- Optimize resource allocation, including manpower, materials, and equipment, to maximize efficiency.
- Implement sustainability practices and innovative solutions across estate projects.
Qualifications
- Bachelorâs degree in Construction Management, Engineering, Architecture, or a related discipline.
- Minimum 5 years of experience managing construction or estate management projects, preferably in a tertiary education setting.
- Proven track record of delivering projects on time, within budget, and to quality standards.
- Strong knowledge of Singapore building regulations, contract law, and project management methodologies (e.g., PMBOK, PRINCE2).
- Excellent leadership, communication, and stakeholder engagement skills.
- Proficiency with project management software (e.g., MS Project, Primavera, BIM tools).
- Certification as a Project Management Professional (PMP) or equivalent is advantageous.
- Experience with sustainability frameworks (e.g., Green Mark, LEED) is a plus.
