Heng Sheng Construction & Engineering is seeking a motivated Quantity Surveyor to join our dynamic team in the East Region of Singapore. In this role, you will play a pivotal part in managing project costs, preparing bills of quantities, and ensuring financial control throughout the construction lifecycle. You will collaborate closely with project managers, contractors, and clients to deliver projects on time and within budget while maintaining the highest standards of quality and compliance.
As a key member of our pre‑contract and post‑contract teams, you will conduct detailed cost analysis, monitor cash flow, and provide accurate financial reporting to support informed decision‑making. Your expertise will help us identify cost‑saving opportunities, mitigate risks, and enhance overall project profitability. Responsibilities
- Prepare and manage tender documentation, including bills of quantities (BOQ) and cost estimates.
- Conduct cost planning, cost control, and value engineering throughout project phases.
- Analyze tender submissions, negotiate with subcontractors and suppliers to secure optimal pricing.
- Monitor project expenditures, prepare monthly cost reports, and forecast final account outcomes.
- Ensure compliance with contractual obligations, statutory requirements, and company standards.
- Assist in variation orders, claims management, and final account settlement.
Qualifications
- Diploma or Degree in Quantity Surveying, Construction Management, Civil Engineering, or related field.
- Minimum 2 years of experience in quantity surveying within the construction industry.
- Proficiency in measurement software (e.g., CostX, Bluebeam) and MS Office, especially Excel.
- Sound knowledge of local construction contracts, SIA forms, and BCA regulations.
- Strong analytical, numerical, and problem‑solving abilities.
- Excellent communication and interpersonal skills for liaising with stakeholders.
