Job Description

Are you a skilled Quantity Surveyor with a strong background in Construction and M&E projects? One Vogue Pte. Ltd. is representing a leading firm in the sector and is seeking a dedicated professional to join the team in Paya Lebar.

In this critical role, you will serve as the financial steward of projects, overseeing everything from initial cost planning and tendering to contract administration and final account closure. You will work closely with project managers, engineers, and subcontractors to ensure strict cost control and full compliance with contractual obligations.

Your scope of work will include:

  • Preparing and reviewing cost estimates, budgets, and bills of quantities.
  • Managing the tendering process, including calling, evaluating, and awarding contracts.
  • Administering contracts, evaluating progress claims, and processing payments.
  • Negotiating with subcontractors and suppliers to secure the best commercial terms.
  • Conducting site valuations and measuring variations.
  • Preparing monthly progress reports and cash flow projections.
  • Identifying and mitigating potential commercial risks to protect project margins.

Responsibilities

  • Perform detailed cost estimation, analysis, and preparation of tender documents for construction and M&E projects.
  • Manage the full tendering process, including pre-qualification, tender invitations, evaluation, and award recommendations.
  • Administer contracts, including reviewing terms, preparing contract documents, and managing variations.
  • Monitor project budgets, manage cost control, and prepare cost reports.
  • Evaluate and certify subcontractors' and suppliers' progress claims.
  • Prepare and submit progress claims to clients and follow up on payments.
  • Measure and value work done on-site, handling remeasurement and final accounts.
  • Liaise and negotiate with clients, consultants, subcontractors, and suppliers on contractual and cost issues.

Qualifications

  • Degree or Diploma in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 2-3 years of relevant working experience in Construction and/or M&E quantity surveying.
  • Strong knowledge of standard forms of contract (e.g., SIA, PSSCOC, REDAS).
  • Proficient in cost management software and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Excellent analytical, negotiation, and problem-solving skills.
  • Ability to work independently in a fast-paced environment and meet tight deadlines.
  • Detail-oriented with strong numerical and communication abilities.
  • Familiarity with local building regulations and construction industry practices in Singapore.
