Are you a meticulous MEP professional looking to contribute to large-scale infrastructure projects? Soilbuild Construction Group is currently seeking a highly skilled and safety-conscious Resident Technical Officer (Mechanical & Electrical) to join our team at the Paya Lebar Air Base site.
In this role, you will play a critical part in ensuring that all Mechanical, Electrical, and Plumbing (MEP) installations adhere strictly to approved designs, specifications, and regulatory standards. You will be responsible for overseeing the quality of workmanship, conducting rigorous inspections, and ensuring that all M&E systemsâincluding ACMV, Fire Protection, and P&S worksâare commissioned to perfection. As part of our commitment to innovation, you will also be involved in MEP DfMA (Design for Manufacturing and Assembly) inspections, ensuring our modern construction methods are executed with precision.

Responsibilities
- Supervise and inspect on-site M&E works to ensure compliance with approved drawings, specifications, and building codes.
- Coordinate with sub-contractors and consultants to resolve technical discrepancies and site issues proactively.
- Oversee the installation and Testing & Commissioning (T&C) of ACMV, Electrical, Fire Protection, and Plumbing & Sanitary (P&S) systems.
- Conduct regular site inspections and document progress through detailed technical reports and site logs.
- Monitor MEP DfMA processes to ensure quality control and adherence to assembly standards.
- Ensure that all safety protocols and environmental regulations are strictly followed during site activities.
- Witness and verify the performance testing of various M&E services to ensure operational readiness.
Qualifications
- Possess a Diploma or Degree in Mechanical or Electrical Engineering (or equivalent).
- Must be a certified Resident Technical Officer (RTO) registered with the IES/ACES.
- Minimum 3-5 years of experience in construction site supervision for M&E services.
- Strong knowledge of Singapore Building Codes, CP, and relevant authority requirements (e.g., BCA, SCDF, PUB).
- Proven track record in managing ACMV and Fire Protection system installations.
- Excellent communication and interpersonal skills to liaise with various stakeholders.
- Proficiency in reading M&E technical drawings and BIM models is highly preferred.
