Are you passionate about shaping the future of Singapore's research, innovation and enterprise (RIE) data ecosystem? The Agency for Science, Technology and Research (A*STAR) is seeking a Senior Manager, Strategy and Planning to lead the strategic planning, grant management, and governance of the national RIE data ecosystem. In this high-impact role you will drive cross-agency collaboration, oversee the end-to-end grant lifecycle, and ensure robust data governance standards across the research community. You will act as a key liaison with government ministries, universities and industry partners, fostering an environment where data is shared responsibly and strategically.
You will provide strategic advice to senior leadership, influencing national data policy and shaping the roadmap for data-driven research and innovation across Singapore. Your expertise will be pivotal in aligning ICT solutions with national priorities, identifying emerging trends, and implementing performance metrics that demonstrate the value of data assets. Responsibilities
- Develop and execute strategic grant programmes aligned with Singapore's RIE data ecosystem goals and funding priorities.
- Lead data harmonisation and governance initiatives, establishing standards, policies and best practices for data sharing across agencies, research institutions and industry.
- Manage stakeholder relationships and facilitate inter-agency working groups to ensure coordinated planning and implementation of data initiatives.
- Oversee the full grant lifecycle, from solicitation and evaluation to monitoring, reporting and impact assessment, ensuring compliance with regulatory and ethical guidelines.
- Identify emerging trends in data strategy and ICT, providing actionable insights to senior leadership and influencing policy development.
- Implement performance dashboards and metrics to track the effectiveness and outcomes of data ecosystem programmes.
- Mentor and develop team members, fostering a culture of innovation, accountability and continuous improvement.
Qualifications
- At least 7 years of experience in strategic planning, programme management or policy development in a research, public sector or ICT environment.
- Demonstrated expertise in grant management, data governance or related fields, preferably in a national or cross-agency context.
- Strong analytical and communication skills with the ability to translate complex data concepts for diverse audiences.
- Proven track record in leading multi-disciplinary teams and managing relationships across government, academia and industry.
- Bachelor's degree in a relevant discipline such as information technology, data science, public policy or engineering; a master's degree or professional qualification is advantageous.
- Familiarity with Singapore's research and innovation landscape, including the Research, Innovation and Enterprise (RIE) roadmap, is highly desirable.
