China Communications Construction Company (M) Sdn Bhd (CCCC), a Fortune 500 company and a global leader in infrastructure engineering, is actively seeking an experienced and certified Traffic Management Officer (TMO) to oversee traffic operations for our prestigious highway project in Kapar, Selangor. As a TMO, you will be the subject matter expert for all traffic management matters. Your primary responsibility is the meticulous coordination, implementation, and supervision of approved Traffic Management Plans (TMPs). You will conduct daily site inspections, ensure traffic control devices are maintained, and liaise with authorities (JPJ, LLM, local councils) to secure permits and ensure full regulatory compliance.
This role demands a proactive leader who can manage a team of Traffic Controllers. You will lead daily briefings, conduct risk assessments, and develop contingency plans. Your analytical skills will be used to continuously improve traffic safety measures. You will act as the site's primary contact for the Emergency Response Plan related to traffic incidents.
To excel, you must possess deep knowledge of the Manual on Traffic Control at Work Zone (ATJ 2A/08), strong communication skills (English and Bahasa Malaysia), and a valid CIDB Green Card. You must make critical decisions to ensure public and worker safety in a fast-paced environment.

Responsibilities
- Coordinate, implement, and supervise the approved Traffic Management Plan (TMP) on-site to ensure maximum safety and minimal traffic disruption.
- Liaise with relevant authorities (LLM, JKR, JPJ, local councils) to secure all necessary traffic management permits and approvals.
- Conduct daily site inspections of traffic control devices to ensure full compliance with TMP specifications and safety regulations.
- Lead and manage a team of Traffic Controllers, assigning tasks and ensuring strict adherence to Standard Operating Procedures (SOPs).
- Perform risk assessments and hazard identification specific to traffic management, implementing corrective actions immediately.
- Investigate and report traffic-related incidents or near misses, developing and implementing robust preventative strategies.
- Prepare detailed TMO reports, including incident logs, compliance checklists, and traffic data analysis.
- Coordinate lane closures and traffic diversions with project engineers and stakeholders to ensure seamless execution.
Qualifications
- Certified Traffic Management Officer (TMO) with a valid certificate recognized by CIDB/MRT Corp or relevant authorities.
- Minimum of 3-5 years of proven working experience as a TMO in highway or major infrastructure construction projects.
- In-depth knowledge of the Manual on Traffic Control at Work Zone (ATJ 2A/08) and relevant Malaysian traffic laws and regulations.
- Possess a valid CIDB Green Card and a clean driving license (Class D/DA).
- Strong leadership and communication skills, with fluency in English and Bahasa Malaysia (both written and verbal).
- Excellent problem-solving skills and the ability to make critical decisions under pressure in a dynamic construction environment.
- Diploma or Degree in Civil Engineering, Occupational Safety and Health, or a related field is highly preferred.
- Strong proficiency in MS Office (Word, Excel, PowerPoint) for reporting and documentation.
